In addition to the water mains and pipes already laid, the board of trustees shall have exclusive right to extend all other mains and pipes deemed necessary, upon, through, under and along all streets, alleys and parks within the corporate limits, where it may be necessary, requisite and proper for the purpose of supplying water to any person or persons in the town or to any entity adjacent to or adjoining the corporate limits of the town. Requests for extension of water services that are not otherwise provided for in this title by owners of unplatted, unsubdivided property and/or platted but undeveloped property, shall be governed by the relevant provisions of this code.
