GENERAL PROVISIONS
The Town Council shall provide the revenues necessary for the operation of the Department of Parks and Recreation or for capital expenditures, or both by a specific levy to be used for those purposes exclusively or by special appropriation or both, all as the Town Council might determine.

Pursuant to IC 36-10-3-20, there is hereby created a special non-reverting capital fund for the Department of Parks and Recreation for the purposes of acquiring land or making specific capital improvements. The Town Council may annually appropriate an amount or amounts of money to the special non-reverting capital fund for that purpose or purposes. In addition, money received from the sale of surplus property under IC 36-10-3-12 or from park and recreation fees established pursuant to IC 36-10-3-22(a) shall be deposited in the special non-reverting capital fund. Money credited to the fund may only be withdrawn and expended or transferred in accordance with IC 36-10-3-20(b).
