No officer or employee having charge of or being employed in the maintenance and operation of a public water supply and waterworks system, and no other person, shall establish or permit to be established any connection whereby a private, auxiliary or emergency water supply other than the regular public water supply may enter the supply or distribution system, unless the private, auxiliary or emergency water supply and the method of connection and use of the supply has been approved by both the Ohio Environmental Protection Agency and the Superintendent of Water.
