On petition of the abutting property owners who desire the extension of water lines within the city, the water lines shall be extended on the following basis and proportions:
(a) The cost and expense of all labor and materials shall be borne by the property owners up to and including the cost of an eight-inch water line, and the property owners shall also bear a proportionate cost of all lines in excess of eight inches.
(b) The city shall assume the entire cost of the installation of any line over eight inches in diameter, less the property owner's estimated cost of an eight-inch line in that portion described by § 89 of the City Charter.
