There is hereby established a Shade Tree Commission for the city, to consist of the following seven members: the Superintendent of Electric Distribution; the Superintendent of Streets and Sewers; a member of Council to be appointed by the Mayor; and four persons, citizens and residents of the city, who shall be appointed by the Mayor. One of the four resident citizens shall be chosen from each ward of the city.

The terms of office of the four persons to be appointed by the Mayor shall be three years, except that the term of two of the members appointed to the first Shade Tree Commission shall be only one and two years, respectively. In the event that a vacancy occurs during the term of any member, his or her successor shall be appointed for the unexpired portion of the term.
