827.14 ADVERTISING; SIGNS.
   (a)   Signs Permitted. Only the following specified signs may be displayed in relation to a pending garage sale:
      (1)   Two signs of not more than four square feet are permitted to be displayed on the property of the residence where the garage sale is being conducted.
      (2)   Two directional signs of not more than two square feet each are permitted, provided that the premises on which the garage sale is conducted are not on a major thoroughfare and that written permission to erect such signs is received from the property owners upon whose property such signs are to be placed.
   (b)   Time Limitations. No sign or other form of advertisement shall be exhibited for more than two days prior to the day such sale is to commence.
   (c)   Removal of Signs. Signs must be removed each day at the close of the garage sale activities or by the end of daylight, whichever first occurs.

827.15 NUISANCES; PEACE DISTURBANCES.
   The individual to whom a garage sale permit is issued and the owner or tenant of the premises on which such sale or activity is conducted shall be jointly and severally responsible for the maintenance of good order and decorum on the premises during all hours of such sale or activity. No such individual shall permit any loud or boisterous conduct on such premises or permit vehicles to impede the passage of traffic on any roads or streets in the area of such premises. All such individuals shall obey the reasonable orders of any member of the Bureau of Police or the Bureau of Fire in order to maintain the public health, safety and welfare.

827.16 INSPECTIONS.
   Any police officer or other designated official of the City may enter any premises showing evidence of a garage sale for the purpose of enforcement or inspection and may close the premises to such a sale or arrest any individual who violates any of the provisions of this chapter.

827.17 PARKING.
   Parking of vehicles in connection with garage sales shall be in compliance with all applicable laws and ordinances. Further, the Bureau of Police may enforce temporary controls to alleviate any special hazard and/or congestion created by any garage sale.

827.18 ISSUANCE OF PERMITS.
   The Code Enforcement Office shall issue a permit to any applicant unless:
   (a)   The issuance of the same would be in violation of any of the provisions of this chapter.
   (b)   The Code Enforcement Office determines that the applicant has made false, fraudulent or misleading statements in the application.
   (c)   The applicant has, within two years prior to the date of the application, been convicted of a violation of any of the provisions of this chapter.

827.19 REVOCATION OF PERMITS.
   The Code Enforcement Office is hereby authorized to revoke any permit issued under this chapter if the Code Enforcement Office determines that the licensee has submitted false, fraudulent or misleading statements in the application for a permit, or if the Code Enforcement Office determines that the licensee is conducting a garage sale in violation of any of the provisions of the permit or of this chapter.

827.20 APPEALS.
   Any applicant or licensee aggrieved by a decision of the Code Enforcement Officer in refusing to issue a permit, or in revoking a permit, shall have the right to appeal that action to Council. Such appeal shall be in writing and shall be filed with the President of Council within thirty calendar days of the action of the Code Enforcement Office.
