If the Code Enforcement Officer determines that a permit shall not be issued upon application, the reasons for refusal shall be set forth in writing and delivered or mailed to the applicant within forty-eight hours of the filing of the application. Such notice shall specify the reasons for the refusal to issue the permit.
If the Code Enforcement Officer determines that it is necessary to revoke a permit issued under this chapter, such revocation shall be in writing and shall specify the reasons for the action taken.
