827.20 APPEALS.

Any applicant or licensee aggrieved by a decision of the Code Enforcement Officer in refusing to issue a permit, or in revoking a permit, shall have the right to appeal that action to Council. Such appeal shall be in writing and shall be filed with the President of Council within thirty calendar days of the action of the Code Enforcement Office.
