The Code Enforcement Office shall issue a permit to any applicant unless:
(a) The issuance of the same would be in violation of any of the provisions of this chapter.
(b) The Code Enforcement Office determines that the applicant has made false, fraudulent or misleading statements in the application.
(c) The applicant has, within two years prior to the date of the application, been convicted of a violation of any of the provisions of this chapter.
