Council hereby finds and declares that the intrusion of nonregulated garage sales is causing annoyance to residents in residential areas of the City and congestion on the streets in certain residential areas of the City and that legislation is necessary to regulate the same. It is intended by this chapter to prohibit the infringement of any business in any established residential area by regulating the term and frequency of garage sales so as not to disturb or disrupt the residential environment of a particular area and so as not to allow the conduct of a retail business under the cloak of a garage sale.
