(a) When the Board determines by resolution that it is necessary to establish no parking-tow away zones on certain highways or portions thereof as defined in Vehicle Code Section 22651 subparagraphs (k), (l), (m), or (n), the Road Commissioner shall appropriately sign or mark such highways or portions thereof, and when so signed or marked no person shall stop, stand or park a vehicle on any such highway or portion thereof in violation of the restriction stated on or indicated by such signs or markings.
(b) Any vehicles left parked or standing on any such highway or portion thereof in violation of subsection (a) of this section may be removed by the Sheriff or any member of the California Highway Patrol.
