The Board of Supervisors finds that sex offenders remain a constant threat to the safety of our children and our communities. The existing, but informal, San Diego Sex Offender Management Council ("SOMC") represents a united San Diego region working collaboratively under a memorandum of agreement to educate community partners and stakeholders on sex offender issues, develop, support and participate in programs targeting the prevention, intervention and elimination of sexual violence, and serve as a crucial resource to the Board of Supervisors and other local municipalities on sex offender issues in the region. One of the main objectives of the SOMC is continuing education and outreach into our schools and communities regarding sex offender prevention, warning signs, issues, and policies. Formalization of the SOMC by ordinance will facilitate seeking grants to enable further outreach and partnering with key community and treatment partners, and continue the County's relentless advocacy for public safety and prevention against sex offenders in the County.
