The intent and purpose of this Chapter is to create standards to control exterior lighting to prevent light pollution in the forms of light trespass and glare and to preserve, protect and enhance the character of the City and the lawful nighttime use and enjoyment of residential property located adjacent to Commercial and Industrial zones. Appropriate site lighting, shall be arranged so as to provide safety, utility and security; control light trespass and glare on adjacent properties and public roadways. To require an exterior lighting plan in conjunction with site plan applications for new commercial, industrial and multiple family projects in excess of six (6) dwelling units as well as exterior lighting changes to existing commercial, industrial and multiple family locations in excess of six (6) dwelling units.

Terms related to the required exterior lighting standards contained in this chapter shall have the following meanings:
(a) Foot-candle means a unit of illumination produced on a surface, all points of which are one (1) foot from a uniform point source of one (1) candle.
(1) Foot-candle, Horizontal means the measurement of foot-candles utilizing a direct reading, portable light meter mounted in the horizontal position.
(2) Foot-candle, Vertical means the measurement of foot-candles utilizing a direct reading, portable light meter mounted in the vertical position.
(b) Full shielded means a fixture with housing or attachment thereto which prevents a line of sight to the bulb when viewed from another property and which prevents a line of sight to any part of the light source at or above a horizontal plane running through the lowest portion of the fixture.
(c) Glare means direct light that causes annoyance, discomfort or loss of visual performance and visibility.
(d) Illuminance is the quantity of light arriving at a surface divided by the area of that surface, measured in foot-candles.
(e) Light Meter means an instrument that measures the intensity of light in a certain place and indicates foot-candles.
(f) Light Trespass means light in sufficient quantity that crosses over property boundaries, impacts surfaces and produces a negative response in persons owning or using the violated space.
(g) Luminary means a complete lighting fixture unit consisting of a light source and all necessary mechanical, electrical and decorative parts.
(h) Uplighting means any light source that distributes illumination above a ninty (90) degree horizontal plane.

An Exterior Lighting Plan is required for all commercial, industrial and multiple family projects in excess of six dwelling units as well as exterior lighting changes to existing commercial, industrial and multiple family locations. The lighting plan shall demonstrate compliance with the exterior lighting standards of this chapter, and shall include the following items:
(a) A site plan showing location of all exterior light fixtures, controllers and transformers.
(b) Property boundaries, building location(s), parking lot layout, pedestrian paths, adjacent rights-of-way, north arrow and scale.
(c) Specifications, drawings and photographs for all exterior light fixture types, poles, conduit and appurtenant construction.
(d) Lamp wattage of all proposed luminaries.
(e) Information that indicates a minimum light level of one-half (0.5) foot-candles at grade in all vehicular use areas and connecting pedestrian paths.
(f) Cut sheets for all proposed exterior light fixtures and poles.
(g) A lighting grid patter at twenty (20) foot intervals representing light levels in foot candles. This grid pattern shall extend fifty (50) feet beyond all property lines and show luminary locations.
(h) Additional information and data that is necessary to reasonably to evaluate the required lighting plan.
