(a) All outdoor lighting fixtures are regulated according to this Chapter, including but not limited to those used for parking areas, buildings, building overhangs, canopies, signs, displays and landscaping, unless exempt per Section 1192.05.
(b) Parking lot light fixtures attached to poles or buildings shall be Full shielded and Full cut-off style fixtures equipped with baffles.
(c) No line of sight to a glaring light source is permitted from inside a residential property line by an observer viewing from a position that is level with or higher than the ground below the fixture. Compliance is achieved with fixture shielding, directional control designed into the fixture, fixture location, fixture height, fixture aim or a combination of these factors.
(d) Light trespass over a property line from a commercial, industrial or multiple family location shall be limited to no more than one (1.0) horizontal foot-candle and one-half (0.5) vertical foot candle at the adjacent residential property. All on site lighting of buildings, lawns, parking areas and signs shall be designed so as not to shine onto any adjacent residential property or building, or causes glare onto any public street or vehicle thereon.
(e) Measurement.
(1) Light levels shall be measured in foot-candles with a direct reading, portable light meter. Readings shall be taken only after the cell has been exposed long enough to take a constant reading according to the manufacturers specifications.
(2) Measurements shall be taken five (5) feet from the property line, or further depending on obstructions, along a horizontal and vertical plane at a height of three-and-one-half (3.5) above the ground, or higher depending upon conditions.
(f) For all commercial businesses adjacent to residential property, all nonessential outdoor lighting fixtures shall be turned off after business hours. Only the lighting needed for safety or security may remain lit after close of business, in which case the lighting shall be reduced to the minimum level of one-half (.5) foot-candles
