§ 151.27 RESPONSIBILITIES OF OWNERS AND OCCUPANTS.
   (A)   Fitness. No owner or other person shall occupy or let to another person any building or dwelling unless it and the premises are clean, sanitary, fit for human occupancy, and comply with all applicable legal requirements of the state and the village.
   (B)   Public area. Every owner of a building or dwelling containing two or more units shall maintain in a clean and sanitary condition the shared or public area of the building or dwelling and premises thereof.
   (C)   Private area. Every occupant of a building or dwelling shall maintain in a clean and sanitary condition that part or those parts of the building or dwelling and premises thereof that he or she occupies and controls.
   (D)   Stored materials; building or dwelling. No occupant of a building or dwelling shall accumulate rubbish, boxes, lumber, scrap metal, or any other materials in such a manner that may provide a rat harborage in or about any dwelling or dwelling unit. Stored materials shall be stacked neatly in piles.
   (E)   Transfer of cited property. It is unlawful for the owner of any building or dwelling who has received compliance orders or upon whom a notice of violation has been served, to sell, transfer, mortgage, lease or otherwise dispose of to another party the so cited property until the provisions of the compliance order or notice of violation have been complied with, or until such owner shall first furnish to the grantee, mortgagor or lessee a true copy of any compliance or notice of violation, issued by the Police and Public Safety/Health and Property Chairperson and shall furnish to the Police and Public Safety/Health and Property Chairperson a signed and notarized statement from grantee, transferee, mortgagor, or lessee, acknowledging the receipt of such compliance order or notice of violation and fully accepting the responsibility without condition for making the corrections or repairs required by such compliance order or notice of violation.
