(a) The Department of Records shall give public notice of such filing by advertising as provided in subsections (b), (c) and (d) the fact that regulations relating to a particular subject have been filed with it, and that any person affected thereby may request a hearing.
(b) Notice shall be given by advertising in the following two newspapers: the daily newspaper of the City having the largest paid circulation, and the official legal newspaper issued in the City.
(c) If one of the newspapers listed in subsection (b) is not publishing at the time notice is required to be advertised, notice shall be given in the newspaper that is publishing and in the daily newspaper of the City having the second largest paid circulation, if such newspaper exists and is then publishing, and on the City's official website.
(d) If neither of the newspapers listed in subsection (b) is publishing at the time notice is required to be advertised, notice shall be given in the daily newspaper of the City having the second largest paid circulation, if such newspaper exists and is then publishing, on the City's official website, and in accordance with applicable law.
(e) Notice shall also be given on the City's official website, and shall include the full text of the regulation as proposed and shall be updated to include the final version of the regulation following its adoption.
(f) In addition, such other notice may be given as will bring proposed regulations to the attention of interested citizens.
