   Added, Bill No. 050059 (approved July 8, 2005). Section 5 of Bill No. 050059 provides: "Effective Date. This Ordinance shall become effective upon enactment of authorizing legislation of the General Assembly." Act 49 of 2005 became law on July 14, 2005 (effective September 12, 2005).
