§ 12-3101. Prohibiting the Selling, Leasing, or Reserving of Public Parking Spaces.
   (1)   No person or other entity, other than the City and its designees, shall sell, lease, or reserve any space located in any street, roadway or cartway, or portion thereof, under the control of the City.
   (2)   No person or other entity, other than the City and its designees, shall assist or conspire with any person or entity to sell, lease or reserve any space 418 located in any street, roadway or cartway, or portion thereof, under the control of the City.
   (3)   Any violation of this Section is punishable by a two hundred fifty dollar ($250) fine for each violation. Each sale, lease or reservation of any space, or offer to perform such, shall constitute a separate violation.
