783.01   DEFINITIONS.
   As used in this chapter:
   (a)   "Trailer" means and includes all trailers except tractor trailers and truck trailers.
   (b)   "Trailer renter" means any person in the business of renting trailers, which is to say any person who receives compensation or reward for supplying, furnishing, leasing or renting a trailer to another in any manner, except by sale; or who offers, furnishes, leases, rents or supplies a trailer or trailers to others in return for articles purchased or services rendered; or who, directly or indirectly, receives any remuneration, reward or return for furnishing a trailer to another other than by a bona fide sale.

783.02   LICENSE REQUIRED.
   No person shall hold himself out as a renter of trailers or conduct, operate or carry on the business of renting trailers without first having obtained a license as a trailer renter.

783.03   LICENSE APPLICATION.
   Every person desiring to engage in the business of renting trailers shall make written application to the Director of Public Safety for a license to do so. The application shall state the name, address and telephone number of the applicant and the length of time the applicant has been located at the address set forth in his application. The application shall be in affidavit form and sworn to by the applicant. No license shall be issued to any person who is not himself the owner of all of the trailers and equipment for which licenses are applied, who does not have a trailer license issued to him by the State, in his own name, and who does not maintain a bona fide place of business under his own name in the City.
