Any duly authorized trailer renter holding a valid license issued in accordance with all of the provisions of this chapter shall have the right to sell, assign, transfer and deliver the same to any other person desiring to engage in the business of a trailer renter, provided the assignee conforms to all of the provisions of this chapter and is himself entitled, by virtue of compliance, to a license in his own name. No license shall be assigned, transferred or delivered that has been revoked, that has expired, where the holder thereof is in violation of any of the provisions of this chapter or where the Director is not satisfied that the assignee is entitled to a license in his own name or that he is in compliance with all of the requirements of this chapter. No license issued hereunder shall be assigned, transferred or delivered from the location for which it is issued to another location.
