§ 114.020 PERMIT REQUIRED.
   It shall be unlawful for any person to go from house to house soliciting funds or subscriptions or to publicly solicit either in person or by agent upon the public streets, sidewalks, or any other public place in the city, subscriptions for charitable, religious, or educational or other organizations or purposes, whether present gifts of money or promises are sought, without having first obtained a permit therefor.

§ 114.021 APPLICATION; CONTENT; INVESTIGATION.
   (A)   Applications for permits required by § 114.020 of this code shall be on forms provided by the city. These forms shall require the following information of an applicant: name, signature, address, social security number, employer’s name, name of magazines, journals, or books to be sold or subscribed to, proposed method of operation in the city, and names of the 3 most recent municipalities where the applicant has solicited house to house.
   (B)   No permit shall be issued until 3 days after application is made to the Clerk. No such permit shall be issued if the Police Department’s investigation shows that an applicant has, within the last 4 years, been convicted of violating any law or ordinance related to the use of sales or subscription methods involving fraud, misrepresentation, and false or misleading statements.

AUCTIONEERS
§ 114.035 LICENSE REQUIRED.
   It shall be unlawful for any person to conduct an auction in the city or to do business as an auctioneer, whether the goods sold are owned by the auctioneer or not, without having first obtained a license therefor as provided in this subchapter.

§ 114.036 PUBLIC OFFICERS EXEMPT.
   Nothing in this subchapter shall be held to apply to any public auction or sale made or conducted by a public officer by virtue of any judicial order or process or by virtue of any power or authority contained in a mortgage or trust deed.

§ 114.037 APPLICATION; CONTENT.
   Applications for auctioneers’ licenses, or for a single auction, shall state thereon the place of business intended to be occupied, if any, or the place of the auction; the applications shall give the names of any employees, not to exceed 2, who are to be authorized to conduct auctions under the authority of the license.
