It shall be unlawful for any person to conduct a garage sale in the city more than 5 times within a 12-month period; and no garage sale shall be held for more than 3 consecutive calendar days. It is specifically prohibited to sell at a garage sale any items purchased for resale.

The provisions of this subchapter shall not apply to or affect the following persons or sales:
(A) Persons selling goods pursuant to an order or process of a court of competent jurisdiction;
(B) Persons acting in accordance with their powers and duties as public officials; or
(C) Any person selling or advertising for sale an item or items of personal property which are specifically named or described in the advertisement and which separate items do not exceed 5 in number.

OUTDOOR ADVERTISERS
For the purpose of this subchapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
OUTDOOR ADVERTISER. Any person engaged in the business of placing, posting, or painting any sign, advertisement, notice, or display in or on any place for the purpose of outdoor advertising so that the resultant display is visible from any street, alley, sidewalk, or other public place.

It shall be unlawful for any outdoor advertiser to do business in the city without having first secured a license therefor as is herein required; provided, that no license issued under this subchapter shall be construed to permit the use of any structures, natural or artificial, for advertising purposes which are located in any public street, alley, or other public place.
