The city government shall be divided into 5 departments, as is provided by statute, and each Commissioner shall be the superintendent of a department. The Mayor shall be Superintendent of the Department of Public Affairs, and the other Commissioners shall be allotted to the 4 other departments by the Council as is provided by statute.

Each Commissioner and the Mayor shall give a bond in that sum as may be determined by the Council, this bond to be not less than $3,000 and to be approved by the Judge of the Circuit Court, as is provided by statute, and filed with the County Clerk.

The Council shall make or authorize the making of all contracts to which the city may be a party, and no contract shall be entered into on behalf of or be binding on the city unless it is entered into by ordinance or resolution or is reduced to writing and approved by the Council, or expressly authorized by ordinance or resolution. No such ordinance or resolution shall be passed until it has remained on file at least 1 week as required by statute.

Each Commissioner shall have authority to make the rules and regulations to govern the conduct of the officers and employees assigned to the department of which he or she is the superintendent. These rules shall be binding on and obeyed by all such officers and employees until and unless the same are revoked or altered by the Council or by that Commissioner.
