Each Commissioner shall have authority to make the rules and regulations to govern the conduct of the officers and employees assigned to the department of which he or she is the superintendent. These rules shall be binding on and obeyed by all such officers and employees until and unless the same are revoked or altered by the Council or by that Commissioner.
