§ 31.053 EMERGENCY INTERIM SUCCESSION.
   In the event that the Mayor, for any reason, is unable or unavailable to perform the duties of office during a state of emergency, the duties shall be performed by a Mayor Pro Tem. If circumstances prohibit the City Council from convening to appoint a Mayor Pro Tem, the Mayor Pro Tem shall be the most senior member of the City Council available.

COMMISSIONER OF ACCOUNTS AND FINANCES
§ 31.065 SUPERINTENDENT OF DEPARTMENT.
   The Commissioner of Accounts and Finances shall be Superintendent of the Department of Accounts and Finances, and shall have supervision over and direction of all accounts and finances of the city, and shall have charge of and supervision and direction over all records of the city and all officers, boards, and departments insofar as the accounts and records of the city are concerned.
