It shall be the duty of each Commissioner to present to the City Clerk each year a detailed statement of the expenses which it is anticipated will be necessary for the operation of his or her department for the coming fiscal year. This statement shall be presented to the Commissioner of Accounts and Finances on or before the first day of March of each year.
