§ 31.009  BOARD OF LOCAL IMPROVEMENTS.
   The City Council shall be and act as the Board of Local Improvements for the city.  The Board of Local Improvements shall meet upon the call of the Mayor or any 2 members.  Twenty-four hours’ notice of the call shall be given each member; provided that a meeting may be held when all members are present, without notice.
