GENERAL PROVISIONS
§ 51.01 MUNICIPAL WATER SYSTEM ESTABLISHED.
   The city’s municipal water system, hereinafter called the water system, shall be operated as a public utility and convenience from which revenue will be derived subject to the provisions of this chapter.

§ 51.02 COMPLIANCE REQUIRED.
   No person, firm, or corporation shall make, construct, or install any water service installation, or make use of any water service, connected to the water system except in the manner provided in this chapter, nor shall any person, firm, or corporation otherwise make, construct, install, or make use of any installation connected to the water system contrary to the regulatory provisions of this chapter.
