§ 51.23 LAWN SPRINKLER AND IRRIGATION SYSTEMS.
   All lawn sprinkler and irrigation systems connected to the municipal water system, whether the systems are above ground or underground, shall require a permit for connection and shall be installed in accordance with the Plumbing Code of the State Building Code which is adopted by reference in Ch. 150 of this code of ordinances. Connection to the municipal water system shall be under the supervision of the Supervisor of Public Works. Installation of the sprinkler or irrigation system other than connection to the municipal water system may be made by the property owner or other qualified person. To conserve water, all lawn sprinkler systems and irrigation systems which are automatic or are equipped to operate automatically and which are connected to the municipal water system shall be equipped with a rain-detection device so as to prevent the system from operating during rain. Whenever the City Council shall determine that a water shortage exists or threatens the municipal water supply, the Council by resolution may limit the times and hours during which water may be used from the municipal water system for lawn and garden sprinkling and irrigation and other uses as determined by the Council. Notice of these limitations shall be mailed to each water user.
