(A) Because of the integration of the city’s municipal water system with the Maple Grove municipal water system, the following provision of the Maple Grove Water Department Ordinance is incorporated into and made part of this chapter, as follows.
(1) Because critical shortages of water may result from time to time and such shortages may come about suddenly, emergency procedures are hereby established. These procedures must be followed at all times, when the Emergency Board hereinafter established or the Maple Grove City Council determines that an emergency exists.
(2) The Emergency Board shall consist of the Maple Grove Mayor, Maple Grove City Engineer, and Maple Grove Director of Public Works.
(3) Whenever, in the judgment of any two or more members of the Emergency Board, the pressures or quantities of water in any part of the Water System have become or are about to become inadequate for fire or other needs, a Water Emergency shall be declared by either posted notice or by public address or both. Thereupon, such restrictions as are found to be necessary shall be in effect until the next and each following Maple Grove City Council meeting when such restrictions shall be confirmed or removed if they have not already been removed by the Emergency Board. Notice of such restrictions shall be published in the legal newspaper at the first opportunity.
(4) In addition to the penalties otherwise provided by this code, the Maple Grove City Engineer or Maple Grove Director of Public Works shall have authority to discontinue service in the event of an emergency.
(B) Any emergency restrictions which are not system-wide but affect only this city shall be made only after consultation with the city’s Supervisor of Public Works.
