(A) Rate due. The rate due and payable to the city by each water user for water taken from the water system shall be at a rate set by the Council by resolution from time to time.
(B) Faulty meter. In the event the water meter servicing any account is found to have stopped or be operating in a faulty manner, the amount of water will be estimated in accordance with the amount used previously in comparable periods of the year.
(C) Minimum charges. All water users shall pay a minimum quarterly charge as established by the Council by resolution from time to time. The minimum charge applies to all users at all times unless the water has been turned off at the curb stop box.
(D) Pro-rated charges. Where service is for less than a quarterly period, the quarterly charge will be pro-rated on a monthly basis.
(E) Quarterly billing. Water bills shall be mailed to the customers quarterly and shall specify the water consumed and charge in accordance with the established rates.
(F) Connection to an automatic sprinkler system. Where a connection is made to an automatic sprinkler system for standby service only, a charge for that service shall be made on an annual basis. Charges for this service shall be established by the Council from time to time.
(G) Rates for connection to an automatic sprinkler system. The rates for connection of an automatic sprinkler system shall apply in all cases where sprinklers are installed and where fire gates and other outlets are sealed. Meters or detector check valves must be installed on these services as required by the city. The amount of these rates shall be due January 1 of the year for which service is to be provided and shall be payable on or before February 1 of that year. Where service is for less than an annual period, the annual change shall be pro-rated on a monthly basis and the pro-rated amount shall be paid at the time of the connection of the sprinkler system.
(H) Special contracts. Rates due and payable by each water user located beyond the territorial boundaries of the city shall be determined by special contract.
