In any and all cases where water mains of the city have been or shall be extended to or constructed in any road, street, alley, or public highway adjacent to or outside the corporate limits of the city, the Council is hereby authorized to contract with the adjacent municipalities to provide water service, issue permits to the owners or occupants of the properties adjacent to or accessible to those water mains and to make proper water service pipe connections with the water mains of the city and to be supplied with water in conformity with and subject to all the terms, conditions, and provisions of this chapter, and persons accepting this service shall thereby agree to be bound and obligated by this chapter.
