12-1-1: TITLE:
This title shall be known as the ORTING SUBDIVISION CODE. (Ord. 792, 7-29-2004)
12-1-2: PURPOSE:
The general purposes of this title are:
   A. To regulate the subdivision of land;
   B.   To promote the public health, safety, and general welfare in accordance with standards established by the state including the growth management act 1 and boundaries and plats 2 ;
   C.   To promote effective use of land;
   D.   To facilitate adequate provision for water, sewage, utilities, drainage, parks and recreation areas, sites for schools and school grounds and other public requirements;
   E.   To provide for proper ingress and egress;
   F.   To provide for the expeditious review and approval of proposed subdivisions which conform to zoning standards and local plans, minimum development standards and policies;
   G.   To require that land subdivisions are uniformly monumented and are conveyed by accurate legal description. (Ord. 792, 7-29-2004; amd. Ord. 2024-1136, 12-11-2024)

12-1-3: AUTHORITY:
The city council delegates the responsibility for making final determinations on boundary line adjustments and short plats to the administrator. The city council shall have the authority to make final decisions on preliminary plats, final plats, preliminary planned unit developments (PUDs), binding site plans, and final PUDs. The planning commission shall conduct public hearings and submit recommendations for approval or denial of preliminary plats, binding site plans, and PUDs to the city council for final decisions and shall make final decisions on final plat vacations and alterations. 12-1-4: SCOPE:
Any division, redivision, platting, subdivision, or any division of land containing a dedication of any part thereof to any public purpose (such as a public street or a highway), shall comply with the provisions of this title. (Ord. 792, 7-29-2004; amd. Ord. 2024-1136, 12-11-2024)
12-1-5: EXEMPTIONS:
This Title shall not apply to divisions and activities described in Revised Code of Washington 58.17.040; provided, that in order to determine whether a boundary line adjustment meets the requirements for an exempt action, approval must be received as set forth in section 12-3-3 of this title.
