The general purposes of this title are:
A. To regulate the subdivision of land;
C. To promote effective use of land;
D. To facilitate adequate provision for water, sewerage, utilities, drainage, parks and recreation areas, sites for schools and school grounds and other public requirements;
E. To provide for proper ingress and egress;
F. To provide for the expeditious review and approval of proposed subdivisions which conform to zoning standards and local plans, minimum development standards and policies;
G. To require uniform monumenting of land subdivisions and conveying by accurate legal description. (Ord. 792, 7-29-2004)

The city council delegates the responsibility for making final determinations on boundary line adjustments and short plats to the administrator. The city council shall have the authority to make final decisions on preliminary plats, final plats, preliminary planned unit developments (PUDs), binding site plans, and final PUDs. The planning commission shall conduct public hearings and submit recommendations for approval or denial of preliminary plats, binding site plans, and PUDs to the city council for final decisions and shall make final decisions on final plat vacations and alterations.
