208.05 FEES IN THE STREETS, UTILITIES AND PUBLIC SERVICES CODE.
   (a)   Sidewalks, Driveways and Curbs (1022.07). The fee for a permit and inspection to make a curb cut opening or construct or reconstruct a sidewalk or driveway shall be forty-five dollars ($45.00).
   (b)   Excavations (1024.01). The fee for a permit for breaking into the public ways and grounds of the City shall be twenty-five dollars ($25.00) in the case of streets, lanes, alleys and public grounds.
   (c)   Water Taps and Excavations (1040.07). The fee for a permit to make a water tap for City of Toledo Water Division service shall be fifteen dollars ($15.00) for the tap and twenty-five dollars ($25.00) for the excavation.
   (d)   Accommodation Water Tap (1040.10). The fee for a permit to make an accommodation water line and/or tap under Section 1040.10 shall be ten dollars ($10.00) per front foot, not to exceed 300 feet.
   (e)   Water Tap for Oregon Road Connection (1040.11). The fee for a permit to tap into the Oregon Road water line shall be one hundred dollars ($100.00) per acre for all acres to be served by such water line, with a minimum fee of one hundred dollars ($100.00).
   (f)   Storm Sewer Taps and Excavations (1044.01). The fee for a permit to make a storm sewer tap shall be fifteen dollars ($15.00) for the tap and twenty-five dollars ($25.00) for the excavation and inspection.
   (g)   Evergreen Landfill (1060.02 and 1060.035).
      (1)   A.   Permit fees levied by Chapter 838 of the Business Regulation and Taxation Code shall, in the case of Evergreen Landfill, so long as Evergreen Landfill is receiving hazardous waste, be not less than twenty-six thousand four hundred dollars ($26,400) per year, nor more than seventy-one thousand five hundred dollars ($71,500) per year.
         B.   The permit fee shall be paid on the twenty-fifth day of each month with respect to the tonnage dumped in the preceding month. If, in any month, the tonnage would call for a payment of less than two thousand dollars ($2,000), the sum of two thousand dollars ($2,000) shall nevertheless be paid. If, at the end of the year, the total tonnage dumped shall call for a payment of less than twenty-six thousand four hundred dollars ($26,400), the minimum amount shall nevertheless be paid. If, at the end of the year, the amount of tonnage would call for a total payment in excess of the minimum amount of twenty-six thousand four hundred dollars ($26,400), the total payment for the year shall be that amount calculated using the total tonnage dumped for the year. Necessary adjustments shall be made in the payment due in January for tonnage dumped in December.
      (2)   In addition to the fees provided for in paragraph (h)(1) hereof, a host fee of twenty-five cents ($0.25) per ton shall be charged on the disposal of solid waste at such Landfill.
   (h)   Water Maintenance Rate. A water maintenance rate structure to be a fixed rate of twelve dollars and fifty cents ($12.50) per quarter per user to be added to the cost of water in the Homecraft water service area.
   (i)   Storm Water Service Charge (Chapter 1046). A storm water service charge of $0.1032 per day per Equivalent Residential Unit (ERU) which amounts to an average of three dollars and sixteen cents ($3.16) per month shall be billed to the owner of each and every lot and parcel of land within the City that contains impervious area and contributes directly or indirectly to the storm water system of the City. Owners of nonresidential property may be eligible for a storm water management discount which would be a charge of $0.0832 per day per Equivalent Residential Unit (ERU) which amounts to an average of two dollars and fifty-three cents ($2.53) per month. An application for a discount would be valid upon written approval by the City Engineer and the City Administrator.
