All concrete or stone curbs shall be cut by an experienced and competent curb cutter, and the dropping or removal of any curb shall be done only by an experienced curb setter. The replacing of a curb shall be done by the owner or by the City, through the Municipal Administrator by contract or force account as the Municipal Administrator may deem best, and the cost and expense for such work shall be charged against the private property contiguous to the right-of-way where such curb was replaced. No curb opening shall be less than twelve linear feet in width or of a greater width than approved by the Municipal Administrator.
