(a) No person shall open up or break into the streets, lanes, alleys, public ways or public grounds of the Village for the purpose of connecting with the water or gas pipes or with the sewers, drains or ditches or for any other purpose until such person has first obtained a permit to do so from the Clerk-Treasurer.

(b) The fee for the permit required by division (a) of this section shall be as set forth in Chapter 208 of the Administration Code - the General Fee Schedule.
