763.01 FINDINGS; PURPOSE.
   Ohio R.C. 715.61 provides for municipal corporations to regulate dance halls. This Council has found, as more fully set forth in the preamble to Ordinance No. 2006-48, that there is need to regulate dance halls, and specifically teen dance clubs, in the City in order to protect and preserve the health and safety of teenagers under the age of eighteen in the City.
   The purpose of this Code is to regulate dance halls and teen dance clubs in order to prevent indecency, disorder, violence, and other harm; to preserve peace and good order and to suppress vice; and to protect against fire and other dangers. In addition, it is the purpose of this Code to promote the health, safety and welfare of teenagers by allowing teen dance clubs, but making such clubs off-limits to older persons who may pose a risk of danger to teenagers.
