Sec. 68-1. Area defined.
   (a)   The area in the county hereinafter described is hereby constituted a special tax area or district for the purpose of this chapter, to be known as the Montgomery County Suburban District, hereinafter referred to in this chapter as "the district."' The Montgomery County Suburban District shall comprise the following area:
Beginning for the same at a point on the Maryland-Virginia boundary line at the intersection thereof by the Montgomery County-District of Columbia boundary line; thence northeast and southeast along the Montgomery County-District of Columbia boundary line to the Prince George's-Montgomery County boundary line; thence northeast along said last-mentioned line to the southern edge of Sitka Road, also known as Franklin Avenue; then southwest along Sitka Road until intersected by the prolongation of the easternmost boundary line of the Hillandale Subdivision, the same being the dividing line between the Hillandale Subdivision and the property owned by the United States Government; thence crossing Sitka Road and running northerly and westerly along the eastern and northern boundary lines, respectively, of the Hillandale Subdivision to the eastern edge of New Hampshire Avenue; thence northwesterly along the eastern edge of New Hampshire Avenue to the intersection of said avenue with the Colesville Road at the White Oak corner; thence southwesterly along the northern edge of the Colesville Road to the north boundary of Burnt Mills Village as recorded in Plat Book 33, Plat No. 2114, among the Land Records of Montgomery County; thence northwest with said boundary line extended to the east bank of Northwest Branch; thence in a northerly direction along the east bank of the said Northwest Branch to its intersection with the northerly side of Bonifant Road; thence in a westerly direction along the northerly side of the Bonifant Road to its intersection with the east side of the Norwood Road; thence continuing in a westerly direction and crossing the said Norwood Road to the north side of the Bel Pre Road; thence in a westerly direction along the northerly side of the said Bel Pre Road to its intersection with the eastern side of Georgia Avenue extended; thence in a southwesterly direction across the said Georgia Avenue to the north side of Layhill Road, portions of said Layhill Road being delineated on the plats of Manor Park Subdivision and recorded in Plat Book 4, Plat 390, Plat Book 32, Plat 2080, and Plat Book 35, Plat 2398, among the land records of Montgomery County; thence in a northwesterly direction along the northerly side of the said Layhill Road to its intersection with the northerly side of the Rockville-Norbeck Road (Maryland Route 28); thence in a southwesterly direction along the northerly side of the said Rockville-Norbeck Road to its intersection with the west bank of Rock Creek; thence in a southerly direction along the western bank of Rock Creek to its intersection with the northerly side of the Viers Mill Road (Maryland Route 506); thence in a northwesterly direction along the northeastern side of the said Viers Mill Road to its intersection with the corporate limits of the City of Rockville as now constituted and as described in chapter 425 of the Laws of Maryland, 1951; thence along the corporate limits of the City of Rockville to its intersection with the last line of the extension of the corporate limits of the City of Rockville as set forth in chapter 626 of the Laws of Maryland, 1953; thence following the said corporate limits of the City of Rockville as set forth in chapter 626 in the Laws of Maryland, 1953, reversed to its intersection with the Maryland-Washington Metropolitan District line; thence southwesterly and westerly along the said Maryland-Washington Metropolitan District line to its intersection with the Washington Suburban Sanitary District line as said line is described in chapter 1024 of the Laws of Maryland, 1945; thence southerly and following the Washington Suburban Sanitary District line reversed to its intersection with the south side of the River Road; thence in a northwesterly direction along the south side of the River Road to the east side of Seven Locks Road; thence south along the east side of Seven Locks Road to the northwest corner of Lot 72, section 1 of Cabin John Park as recorded in Plat Book 2, Plat No. 178 among the land records of Montgomery County, Maryland; thence along a straight line due west to the west side of Persimmon Tree Road; thence south along the west side of the said Persimmon Tree Road to the south side of MacArthur Boulevard; thence west along the southern side of MacArthur Boulevard to the westernmost line of the subdivision known as Seven Locks Settlement as recorded in Plat Book 3, Plat No. 228 among the land records of Montgomery County, Maryland; thence south along the westernmost line of said settlement and on a line extended to the Maryland-Virginia boundary line; thence along said boundary to the point or place of beginning.
   (b)   Excluded from the Montgomery County Suburban District are the areas lying within the boundaries of the following cities, towns, villages, and special taxing areas, as these areas are now or in the future prescribed by law: Rockville, Takoma Park, Garrett Park, Glen Echo, Kensington, Somerset, Chevy Chase Village, Friendship Heights and The Hills, Oakmont, Chevy Chase Section 3, town of Chevy Chase, Chevy Chase Section 5, Martin's Additions, North Chevy Chase, Chevy Chase View, Drummond, and on July 1, 1987, the urban districts of Bethesda and Silver Spring as described in section 68A-8 of this Code. The urban district of Wheaton, as described in section 68A-8 of this Code, is excluded from the Suburban District when the Wheaton Urban District is created under section 68A-3(b). (Mont. Co.
