Preface
The 2014 Code constitutes a republication of the Montgomery County Code 2004, as updated through July 31, 2014. As this Code is a republication of the prior Code, the numbering scheme used in this Code is that which appears in the prior Code and in subsequent legislation. Thus section 1-1 of this Code is also section 1-1 of the 2004 Code, as updated through July 31, 2014. History notes appearing in parentheses at the end of each section in the Code trace the derivation of each section back to the 1965 County Code and to public local laws adopted by the General Assembly of Maryland. Legislation adopted by the county council is designated as L.M.C. (meaning Laws of Montgomery County) or as Ord. No. or Res. No. Executive orders which assumed the force and effect of local legislation are designated as Ex. Ord. Public local laws adopted by the General Assembly of Maryland are designated by year and chapter of the laws of Maryland (i.e. 1937, ch. 223). As the numbering is unchanged from the 2004, 1994, 1984 and the 1972 Code, no references appear in the history notes to the 2004, 1994, 1984 or the 1972 Code. By the use of the comparative tables which appear at the back of this Code the user of the Code may locate any legislation adopted by the county after the legalization of the 1972 Code and any public local law adopted by the General Assembly of Maryland which has been included herein.
Index
The general index of the Code has been prepared with the greatest of care. Each particular item has been placed under several headings, some of the headings being couched in lay phraseology, others in legal terminology, and still others in language generally used by municipal officials and employees. There are numerous cross references within the index itself which stand as guideposts to direct the user to the particular item in which the user is interested.
Looseleaf Supplements
A special feature of this Code to which the attention of the user is especially directed is the looseleaf system of binding and supplemental servicing for the Code. With this system, the Code will be kept up-to-date periodically. Upon the final passage of amendatory ordinances, they will be properly edited and the appropriate page or pages affected will be reprinted. These new pages will be distributed to holders of copies of the Code, with instructions for the manner of inserting the new pages and deleting the obsolete pages. Each amendment, when incorporated into this Code through a supplement, may be cited as a part of the 2014 Montgomery County Code, as amended. Since the 2014 Code is based on the 2004 Code as updated through July 31, 2014, the first supplement to the 2014 Code will be the January 2015 Supplement, which will contain all applicable laws and ordinances effective through January 23, 2015. The successful maintenance of this Code up-to-date at all times will depend largely upon the holder of the volume. As revised sheets are received, it will then become the responsibility of the holder to have the amendments inserted according to the attached instructions. It is strongly recommended by the publishers that all amendments be inserted immediately upon receipt to avoid misplacing them and, in addition, that all deleted pages be saved and filed for historical reference purposes.
