(a) There is an Anti-Hate/Violence Fund in the Department of Police.
(b) The Department of Police may:
(1) offer rewards for information that leads to the arrest of a person who commits any act in the County described in Section 27-22 or Sections 10-302 to 10-305 of the Criminal Law Article of the Maryland Code;
(2) publicize the purpose of the Fund and availability of rewards, but expenses for publicity must not exceed 10 percent of the Fund without the approval of the Chief Administrative Officer;
(3) make the Fund available to the Department of Fire and Rescue Services for hate/violence incidents; and
(4) pay for publicity and rewards from the Fund.
(c) The Fund must be made available to the Maryland-National Capital Park police for hate/violence incidents on park property.
(d) A reward paid under this Section must not exceed $2,000.00.
(e) The County must deposit any money it receives under Section 27-8 into the Fund.
(f) The County Executive may adopt regulations under method (2) to implement this Section.
(g) The Department must report to the Council and Executive by February 1 each year on the use of the Fund during the previous calendar year.
