(a) The Chief Administrative Officer has the authority and responsibility for:
(1) the procurement of goods, services, and construction, and the management, control, warehousing, sale, and disposal of goods;
(2) deciding matters of procurement policy; and
(3) auditing and monitoring the implementation of regulations and the requirements of this Chapter.
(b) All rights, powers, duties, and authority to administer the procurement system are vested in the Chief Administrative Officer. (1994 L.M.C., ch. 30, § 1.)
