The fact that a public offering statement and a consumer guide has been filed with the county shall not constitute a finding by the county that the contents of the documents are true or accurate or that the county has in any way passed upon the merits or given approval to the condominium project. It shall be unlawful to make or cause to be made to a prospective purchaser any representations contrary to the information contained in the public offering statement or the consumer guide. It shall likewise be unlawful for any person to make or cause to be made in either the public offering statement or the consumer guide any statement of representation that is false or misleading to a prospective purchaser.
