(a) All water supplied to consumers of water by the City shall be metered and each consumer shall pay the readiness to serve charge and for the water used as registered by the meter or meters on the consumer's line at the rates, readiness to serve charges, and other charges or fees established or approved by legislation of Council or as adopted under Section 139.05 of the Maumee Codified Ordinances or as set forth in the Maumee Water rules.
(b) If the Director of Public Service shall find that the cost of supplying water to consumers outside the City limits requires or justifies a higher rate, a charge of not to exceed ten percent (10%) of the above may be added to the amounts charged such consumer or consumers, provided, however, such rates shall be, and hereby are, established as base rates. Such base rates shall increase or decrease by increments which are equivalent in terms of percentage to any increase or decrease of such City of Toledo "bulk" rates.
