139.03 UTILITY BILLING RULES AND REGULATIONS.
      The Director of Finance and the Director of Public Service or the City Administrator, may adopt rules and policies for creation of utility accounts; additional rules, penalties, fees and charges for nonpayment of utility accounts; and other rules and regulations for the operation of the utility billing department, which such rules and policies shall be enforceable to the same extent as other legislation enacted by Council and shall supersede and replace the rules, policies, penalties, fees and charges set forth in Section 139.05 or any other rule, penalty, fee, charges or regulation set forth in any other Maumee Ordinance or rule, when adopted.
