It is hereby determined and declared to be necessary for the protection of the public health, safety, welfare and convenience of the residents of the City, to establish, levy and collect charges or rentals upon all lots, lands, buildings and premises served by or having connections with the sanitary and combined sewerage system of the City or having the connections available to the same.
