(a) Each utility charge, penalty, cost, collection fee, or rental charged or assessed by Utility Billing are hereby made a lien upon the lots, lands, buildings or premises charged therewith, and if the same is not paid within thirty days after the same becomes due and payable:
(1) Such unpaid charges or rentals may be certified to the Auditor of Lucas County, Ohio, who shall place the same on the tax duplicate of the County with the interest and penalties allowed by law, and be collected as are other taxes and assessments; and/or
(2) At the option of the Director of Finance, water service to such lots, lands, buildings or premises may be discontinued until the full amount of such unpaid utility charges or rental including the late charges specified and other costs charged by utility billing are paid.
(b) Either or both methods of collection specified herein or any other means or method authorized by law may be employed simultaneously for the collection of such rentals and charges until the same are fully paid.
