(A) All fire and rescue services provided by the Fire Department to or for the benefit of non-residents of the city shall be provided only upon the condition that reasonable fees for such services be assessed to such non-residents.
(B) Charges for fire and rescue services shall be assessed at rates specified in § 35.01(D)(1).
(C) Statements for services assessed under this section shall be billed directly to the property owner, with a copy to any casualty or fire insurance company identified as providing appropriate coverages to the property owner.
(D) All funds collected pursuant to the provisions of this section shall be paid into the general fund of the city.

(A) The city hereby elects to participate in the programs provided for in the Illinois Fire Protection Training Act.
(B) Before an individual may commence regular full-time employment as a firefighter, he must have been certified by the State Fire Marshal as a Firefighter II, as having successfully completed an approved training course as provided in said Act.
(C) The Firefighter II training must be completed by the trainee within his probationary period of 12 months.
(D) The Board of Fire and Police Commissioners are hereby instructed and directed to make the necessary amendments to the Personnel Rules, the Manual of Rules of the Mattoon Fire Department, and rules of said Board of Fire and Police Commissioners in order to require that any person appointed to the Fire Department of the city shall not become a regular member of the Fire Department unless and until he shall complete, pursuant to said Illinois Fire Protection and Training Act, the approved training course within 12 months of the date of his initial employment.

(A) Mattoon Fire Department rules, standard operating procedures and guidelines, commonly referred to as the “Red Book”, appended to Ordinance 99-4984 and marked as Exhibit “A,” are hereby approved and adopted as the rules, standard operating procedures and guidelines for the City of Mattoon Fire Department.
(B) All ordinances, regulations, memoranda, or any other policies or procedures in conflict with Exhibit “A” be and are hereby repealed.
(C) The residency requirement or right, if any, is not enlarged or diminished by the adoption of Exhibit “A.”
(D) Vested rights heretofore existing in any employee of the Fire Department is not intended to be effected or compromised by the adoption of Exhibit “A.”
(E) Any current employee disciplinary procedure or any alleged violation of any Fire Department rule or regulation currently proceeding and not completed as of the date of the adoption of this section shall continue and be completed under the provisions of the 1973 “Red Book.”

(A) There is hereby established within the Fire Department of the City of Mattoon, a city ambulance service, under the command of the Fire Chief.
(B) The Fire Department, through appropriately trained personnel, shall operate and maintain emergency vehicles for emergency advanced life support rescue transport services and, should it deem necessary, emergency non-transport response.
(C) The Fire Department shall provide emergency advanced life support ambulance rescue services.
(D) The charges for services shall be those provided for in § 35.01.
(E) The Fire Department, with the advice and consent of the City Treasurer, shall establish billing practices and procedures; develop appropriate internal forms for the administration of the billing system; maintain a system of accounts receivable; render statements for services provided; and, administer the collection of unpaid accounts. This authority shall include, subject to approval of the City Council, outsourcing or contracting of ambulance billing services.
(F) It is the intention of the City Council that all of the services provided under the authority of this section be deemed “rescue” services as defined by the Local Governmental and Governmental Employees Tort Immunity Act, specifically ILCS Ch. 745, Act 10, §§ 5-101 et seq.
(G) The Mattoon Fire Department shall operate the ambulance service in a rotation with the existing ambulance services currently serving the City of Mattoon and the western half of Coles County, including those which may be established in the future.
