   1161.01 GENERAL PROVISIONS.
   Whenever the public necessity, convenience, general welfare or good zoning practices require, Council may by ordinance, after receipt of a recommendation thereon from the Planning Commission and subject to procedures provided by law, amend, supplement, change or repeal the regulations, restrictions and boundaries or classification of property.

   1161.02 INITIATION OF AMENDMENTS.
   Amendments to this Zoning Ordinance may be initiated in one of the following ways:
   (a)   By adoption of a motion of the Planning Commission;
   (b)   By adoption of a resolution by Council;
   (c)   By the filing of an application by at least one owner or lessee of property within the area proposed to be changed or affected by such amendment.

   1161.03 PRE-APPLICATION CONFERENCE.
   Any person or persons intending to seek an amendment to the Zoning Ordinance or Zoning Map may hold an informal meeting with the Planning Commission, the staff of the Commission or Council's Zoning Committee to obtain information, present proposals, receive clarification or obtain a recommendation on whether to proceed, prior to a formal application for a zoning amendment.
