(A) Definition.
PUBLIC PLACE. All walks, alleys, streets, boulevards, avenues, lanes, roads, highways or other ways or thoroughfares dedicated to public use or owned or maintained by public authority; all grounds and buildings owned, leased or operated for the use of organizations enjoying all tax-exempt privileges as a charitable use.
(B) Prohibitions. No group of three or more persons shall, while wearing any hood, mask, or device whereby a substantial portion of the face is hidden or covered so as to conceal the identity of the wearer, enter, be, or appear in any public place within the City of Madisonville.
(C) Exemptions. The following are exempted from the provisions of division B above:
(1) Any person under 12 years of age;
(2) Any person using masks in theatrical productions including use in mardi gras celebrations and masquerade balls;
(3) Any person lawfully engaged in trades or employment or in a sporting activity where a mask or facial covering is worn for the purpose of ensuring the physical safety and physical protection of the wearer, or because of the nature of the occupation, trade, of professional or sporting activity.
(4) Any person wearing a gas mask in drills, exercises, or emergencies.

On information furnished by the Chief of Police or any other citizen that injury is threatened to the persons, lives, and property of the citizens of the city, the Mayor may, by proclamation, declare a state of emergency exists within the city and limit the number of persons who may assemble, or limit or prohibit places of assemblage, and may limit or prohibit the use of the sidewalks and streets by pedestrians and vehicles and limit or prohibit the use of public buildings for purposes of assembly in the event an emergency exists as set out above.

(A) No person shall carry a concealed deadly weapon in any building or portion of any building actually owned, leased, or occupied by the city. That portion of a building in which the carrying of concealed deadly weapons is prohibited shall be clearly identified by signs posted at the entrance to the restricted area. This prohibition shall not apply to:
(1) Any city building used for public housing by private persons, highway rest areas, firing ranges; and
(2) Private dwellings owned, leased, or controlled by the city;
(3) Sworn officers in the division of police and other law enforcement officers authorized to carry concealed deadly weapons pursuant to KRS 527.020.
(B) Any person violating this section shall be denied entrance into the restricted area and ordered to leave the building. Any city employee violating this section or the provisions of House Bill No. 40 shall also be subject to disciplinary action, up to and including dismissal from employment.

(A) Whoever violates any provisions of this chapter for which no penalty is otherwise provided, shall be fined not less than ten dollars ($10.00) nor more than one hundred dollars ($100.00) for each offense.
(B) Whoever violates any provision of § 130.03 shall be guilty of a misdemeanor and shall be fined not less than ten dollars ($10.00) nor more than five hundred dollars ($500.00).

(C) Anyone violating the provisions of § 130.99 shall be fined not less than five dollars ($5.00) nor more than ten dollars ($10.00).

(D) Any person, firm, association, or corporation violating § 130.10 shall be deemed guilty of a misdemeanor, and on conviction shall be fined not less than twenty-five dollars ($25.00) nor more than five hundred dollars ($500.00) for each day the plant is in operation.

(E) Whoever violates any provision of § 130.12 shall be guilty of a misdemeanor, and shall be fined no more than one hundred dollars ($100.00) and/or imprisoned for no longer than fifty (50) days.
